That was not a Linux Mobile Platform announcement, that was just saying that Ubuntu gets a EABI port, too, after Debian (Riku) has done the hard work. (I guess even Nokia had some significant hand in the kernel for this.)
Ah, actually http://blog.canonical.com/?p=74 provides more details. Intresting diff: "For now, builds will expect a minimum of an ARMv5 instruction set" in the blog vs "This version of the Ubuntu Desktop operating system will target the ARMv7 architecture" in the announcement.
debian/armel was built on top of work of lots of people, and we haven't really mentioned them anywhere either :) AFAIK Ubuntu will work on a minimum of ARMv5 cpu, but provide (optional) ARMv6/ARMv7 optimized binaries when they actually provide some substantial performance gain.
